tenure of office, they merely leave the Service and subsequently

obtain official recognition. Your petitioners beg to suggest

that official recognition, even of this limited nature, would

greatly discourage Chinese Civil Servants from leaving Government

Service at a stage when they have acquired valuable experience

for their work.
